Not official in any sense of the word, ignore the fact that I'm a member of the CFC, but I would think the following:

The original post states you get anom exclusivity, and pay extra for an ice belt. This would lead me to believe that if you don't have an ice belt you are **** out of luck. You could probably do a deal with a neighbor to pay them for access however, that would be up to you discuss between yourselves though. Think about how the new ice belts work however. They are no longer virtually infinite, and can be mined out in a pretty short time. It's unlikely the whole sharing ice thing will work out in the long run.
